I have produced a short documentary about the bid-rigging case I uncovered in early 2022 that resulted in the perpetrators being penalized with monetary fines by the Competition Commission of Singapore.
It is based on my personal experience stumbling upon this quotation where the bid prices triggered my pattern recognition honed from close to three decades in internal audit as well as fraud risk assessment particularly in respect to public sector procurement where I have seen the Government Instruction Manual on Procurement evolve since 1992 (when I was an intern with AGO) until today.
